The Dutch Government has announced changes to its offshore wind policy, moving away from negative bidding towards a system based on Contracts for Difference (CfDs). It is also considering a guarantee fund to help secure Power Purchase Agreements (PPAs).
The shift comes amid concerns that offshore wind development in the Netherlands was at risk of slowing down. To maintain momentum, €1 billion from the national climate fund has been earmarked to support the build-out of 2 GW of offshore wind capacity in 2026.
The measures are intended to address cost pressures, inflation, supply chain difficulties, and financial risks affecting the sector.
